URA has recently submitted proposed amendments to the Master Plan 2019 to the Minister (National Development) for approval. Land parcels in Lavender, Woodlands, Woodlands North, Whampoa, Kallang and Jalan Jurong Kechil have been earmarked as future sites for residential development, with high-density housing proposed for five of the areas. The sixth site, located along Jalan Jurong Kechil and Old Jurong Road, is also intended for low-density residential development with cycling paths to be implemented to improve connectivity in the area.
The land parcels at Lavender – bounded by Crawford Street and North Bridge Road – and Whampoa – along Jalan Tenteram – would have the highest permissible plot ratio, at 4.9. Both sites will allow more residents to tap on the central location and close proximity to amenities.
The land parcels bounded by Kallang Airport Drive, Geylang Road and Kallang Airport Way, proposed to be rezoned residential from white and commercial zones, would have a gross plot ratio of 4.2. This is also a central location and is near the future mixed-use lifestyle hub that will be developed in the larger area around Kallang Riverside.

In Woodlands North, land parcels along Riverside Road, Admiralty Road West and the planned Woodlands North Coast Road have been proposed to be developed into high-density public housing with a plot ratio of 4.0.
Land parcels at Woodgrove Avenue and Rosewood Drive were proposed to be rezoned to residential with a plot ratio of 2.8 and 2.9. Besides housing, other future uses such as health and medical care facility, place of worship and park will also be developed in this location.
Earlier in May, URA proposed amendments to the zoning of land parcels in Zion Road located near the Great World City to be used for high density housing with supporting amenities. The land parcel on the south, about 1.45ha, has been proposed for residential use with commercial units on the first floor, at a plot ratio of 5.6. The plot to the north, a 0.9 ha site zoned for residential use, is to have its plot ratio raised from the current 3.8 to 5.6.
